he provincial administration office under the section 463 (a) and (d), Article III, Title IV, Chapter I, Local Government code, which states: section 463. officials of the provincial government. “(a) there shall be in each province a governor, a vice-governor, members of sangguniang panlalawigan, a secretary to sangguniang panlalawigan, a provincial treasurer, a provincial assessor, a provincial accountant, a provincial engineer, a provincial budget officer, a provincial planning and development, coordinator , a provincial legal officer, a provincial administrator, a provincial health officer, a provincial social welfare and development officer, a provincial general services officer, a provincial agriculturist and provincial veterinarian. CSC Resolution no. 030128, january 28, 2003(LASCO, Paulo M) where the commission held: from the above, it is clear that the position of the administrator is co-terminous with the term of the appointing authority and highly confidential in character.

MANDATES

Develop plans and strategies and implement the same particularly those which have to do with the management and administration related programs and projects. Assist the coordination of work of all the officials of the local provincial government and convene the chiefs of offices incase needed. Assist in establishing and maintaining a sound personnel program designed to promote career development. Conduct continuing organizational development of the local government unit with the end in view of instituting effective administrative reforms
